Charge to unlock landholders

AN INDUSTRIAL parcel of land in Pakenham will be better serviced through a special charge scheme adopted by Cardinia Shire Council.
At Monday night’s council meeting, councillor Brett Owen said the officer’s report summed up the long history of the proposal to improve infrastructure in Service Hill, O’Sullivan and Peet streets in industrial Pakenham.
“The Service Hill, O’Sullivan and Peet Streets area of Pakenham is an old subdivision prior to developers being required to fully service new subdivisions of land,” he said.
“This is a section of industrial zone land where some of the titles in question are unmade roads and some properties have no road.
“We have a problem that this area will not develop without such a scheme.”
Cr Owen said the industrial area bounded by Bald Hill Road, Kooweerup Road, Pakenham Bypass and parts of Bald Hill Road is complex and undeveloped.
“Landholders will lose value and it will be unused, because it is quite difficult and unfair to ask individual landowners to develop parts of roads,” he said.
“This is where council facilitates this process and this sort of scheme.
“The owners have been consulted a number of times.”
Councillors adopted the first part of the proposal for the design of the improvements to the infrastructure.
The second stage will be the construction, at a cost to the landholders in the area.
“The design includes sealing roads, new intersections, kerb channels, drainage, reticulated water, sewerage, electricity, gas and telecommunications,” Cr Owen said.
Cr Young said council officers will lead the design of the project and then go back to residents.
“This parcel of land being at one of the gateways of our wonderful townships of Pakenham is in danger of not being developed for a very long time if the council doesn’t support the current landholders in their efforts to develop this with this special charge scheme,” he said.
“The danger is that landholders are locked into these parcels of land unable to extract value out of them to develop them or get their true value in selling them.”
