The partially constructed Cardinia Youth Hub in James Street, Pakenham, will be demolished and the council will commence the tender process for reconstruction.
Cardinia Shire Council has appointed a contractor to undertake demolition works, which are expected to commence in early February and be completed by the end of the month.
Construction of the youth centre was paused in 2023 after structural defects were identified. The council engaged relevant technical experts to undertake independent investigations of the site following the liquidation of Allmore Constructions Pty Ltd in October 2023. These investigations found defects that made the building unsafe.
Cardinia Shire Mayor Cr Jack Kowarzik said the council had since undertaken a thorough process to evaluate the future of the youth hub project and to determine the best way forward that ensures timely delivery of the project, retention of grant funding and the best outcome for service partners and the community.
“Last year Council undertook a rigorous evaluation process to ensure we considered all viable options in determining the future of the youth hub project,” Mayor Kowarzik said.
“It was determined that constructing the youth hub at the current site in James Street was the best option to ensure this vital project can be delivered as quickly as possible with the funding available, and with greater certainty than other options.”
Following significant investigations and assessment, advice from specialists has recommended the partially constructed centre be demolished and rebuilt, due to the higher cost associated with rectification works and not being able to ensure the current building would obtain warranty and insurance coverage.
“Council understands the disappointment the community feels about the building having to be demolished due to structural defects, and the project being delayed,” Mayor Kowarzik said.
“Council is continuing to seek legal advice on any appropriate action that may be taken by Council on behalf of the community against those responsible for the outcome of this critical project.”
Demolition is scheduled to commence the week commencing 3 February 2025, and is expected to be completed by the end of the month. The contractor will work to ensure that the majority of materials removed will be recycled through recycling stations across Melbourne.
The council and the contractor are working together to minimise disruptions to local residents and businesses during demolition. A portion of the car park next to the site will be closed during this time. The footpath in James Street, in front of the site, will also be closed for a number of days from 3 February, and the council will advise the community if further closures are necessary. Appropriate traffic management will be in place to guide pedestrians and drivers within the area.
“Our intention has always been very clear, we remain committed to supporting our young people,” Mayor Kowarzik said.
“The forecast growth in population, and growing number of young people living in our shire, reinforces the need for a youth hub to be delivered to support service provision and expansion.”
Henty Ward Councillor Liz Roberts said she was happy to see the project progress.
“It’s exciting to be taking the next step in this important project for Henty Ward, and the broader shire,” Cr Roberts said.
“Our existing My Place youth centre in Main Street continues to operate to support the shire’s young people while works are underway.”
