Cardinia Highway Patrol spotted a Toyota sedan driving 36 km/h over the limit in Narre Warren on Sunday 21 August.
Police detected the vehicle travelling at an alleged speed of 116km/h on the Princes Highway.
The car was intercepted and impounded.
The suspended driver, a 19 year-old man, had only held his licence for five months before it was taken off him after receiving too many demerit points.
The Hallam man is expected to be charged on summons with driving offences.
