Cardinia Highway Patrol detected a Holden Utility travelling at 146km/h in an 80km/h zone on Dalmore Road in Cardinia around 4.40pm on Friday 8 October.
The 18-year-old driver had only held his licence for three months.
The ute was impounded for 30 days at a cost of $895 and he will face the Magistrate to explain his actions.
