IT’S the end-of-year celebration where fancy – and a little bit freaky – dress sense is an absolute must. Cardinia Shire Mayor Graeme Moore is inviting everybody to attend the end of mayoral year celebration, the “Mayor Hatter” event on Friday 7 November, at the Cardinia Cultural Centre.
