Hoons take Shanks’ pony

PAKENHAM is a popular place for hoons, according to recent Victoria Police statistics. Police have impounded 34 cars in Pakenham this year.
Hoons are defined as drivers who exceed speed limits by more than 45km/h, drive dangerously or engage in illegal street races.
