Police are investigating the attempted abduction, which occurred at 4.50pm in the Bunnings car park on Tuesday.
Police said the 10-year-old boy was in the back of a ute in the car park waiting for his mother, who had gone shopping.
A man approached the boy and asked him if he wanted lollies and told him to follow him to his car.
When the boy refused, the man reached into the car and tried to pull him out. The boy managed to break free and call his mother on his mobile phone.
Narre Warren Detective Sergeant Geoffrey Rumble said the boy hurt his arm during the terrifying attack.
“That’s really concerning to us that someone would use violence,” he said.
“The child really hurt his arm, was sore and was traumatised. It was really terrifying for him.”
Once the boy broke free, the man walked away and drove off in a black sedan with tinted windows, a spoiler and with the numbers 7 and 3 in the registration.
He was described as being about 25-years-old, Caucasian with light brown hair, medium to fit build and wearing a light brown T-shirt and jeans.
Sgt Rumble said he was hopeful someone would come forward with information.
“The Bunnings carpark, at any time of day, has cars and people coming and going,” he said.
“We are really hopefully that someone has seen something.”
